The Municipal Civil Registrar’s Office is now accepting request for Issuance of Security Paper (SECPA) from Philippine Statistics Authority (PSA) through Batch Request Query System (BREQS) of various civil registry documents such as:

Fee (PSA)
Certificate of Live Birth Php 155.00
Certificate of Marriage Php 155.00
Certificate of Death Php 155.00
Certificate of No Marriage (CENOMAR) Php 210.00

A Service Fee of Php 50.00 will be collected for each document requested on top of the payment to Philippine Statistics Authority (PSA).

Please bring any of the following IDs when applying:

  • Office/Company ID
  • School ID (unexpired)
  • SSS/GSIS/Pag-Ibig/PhilHealth
  • Professional License
  • Senior Citizen’s ID
  • Driver’s License
  • Passport
  • NBI Clearance
  • PhilPost ID
  • Voter’s ID
  • PWD ID

 

NOTE: ISSUANCE OF CERTIFICATION OF BIRTH IS SUBJECT TO THE CONFIDENTIALITY CLAUSE OF ARTICLE 7 OF THE CHILD AND YOUTH WELFARE CODE WHICH PROVIDES:

Art. 7. Nondisclosure of birth records. The records of a person’s birth shall be kept strictly confidential and no information relating thereto shall be issued except on the request of any of the following:

  1. The person himself, or any person authorized by him;
  2. His spouse, his parent or parents, his direct descendants, or the guardian or institution legally incharge of him, if he is a minor;
  3. The court or proper public official whenever absolutely necessary in administrative, judicial or other official proceedings to determine the identity of the child’s parents or other circumstances surrounding his birth; and
  4. In case of the person’s death, the nearest of kin.

Any person violating the prohibition shall suffer the penalty of imprisonment of at least two months or a fine in an amount not exceeding five hundred pesos, or both, in the discretion of the court.

 

NOTE: Pursuant to Philippine Statistics Office Memorandum 2017-050, Certificate of Death, Certificate of Marriage, Certificate of No Marriage and Advisory on Marriages, can only be issued to:

  1. The owner himself or through a duly authorized representative;
  2. His/her spouse, parent, direct descendants, guardian or institution legally in-charge of him/her, if minor;
  3. The court or proper public official whenever absolutely necessary in administrative, judicial or other official proceedings to determine the identity of a person;
  4. In case of the person’s death, the nearest of kin.
